Groups 2, 3, and 4 include citizens who have received benefits since after May 1997. In this sense, the birthday identifies the specific group. Group 1 includes Americans with birthdays between the 1st and 10th.
Americans with birthdays between the 11th and 20th are in group 3. Finally, group 4 consists of Americans born between the 21st and 31st of any month.
