Men from Council Bluffs are sentenced to federal prison for drug conspiracy

Two Council Bluffs men were sentenced to federal prison for their roles in a conspiracy to distribute methamphetamine.

According to public court documents, Jessie Lee Holtz, 35, and co-defendant Andrew Joseph Kaipus, 38, conspired in March and April 2024 to distribute large amounts of methamphetamine in the Council Bluffs area. During the conspiracy, Kaipus obtained a quarter-pound of methamphetamine from Holtz, which he then sold to a confidential informant in April 2024.

Kaipus was sentenced to 10 years in prison on November 14, 2024, with a five-month supervised release period following.

On March 12, 2025, Holtz was sentenced to 71 months in Federal Prison. After serving his prison sentence, Holtz will be required to serve a five-year supervised release period.

There is no parole in the federal system.
