During the COVID-19 pandemic, many Americans received federal stimulus checks as a lifeline to cope with sudden job losses, medical bills, and economic hardships. Although the government has ended these emergency programs, many people are still hoping for more relief, especially with the rising cost of living.
Recently, rumors about a new $800 stimulus check set for April 2025 have been spreading online. However, there is no official federal program confirming this payment. Instead, some states have started their own local relief programs to help residents. One of the most notable ones is Colorado’s TABOR refund, which could offer eligible taxpayers hundreds, possibly even over $1,000, in spring 2025.
What Is the TABOR Refund and Who Can Claim It?
Though the federal government is not sending out any new stimulus payments, Colorado is offering a significant refund through its TABOR program (Taxpayer’s Bill of Rights). According to state law, when government revenue exceeds the set budget limits, the state must return the surplus money to taxpayers.
For spring 2025, local officials expect to return approximately $1.4 billion from Colorado’s 2024 fiscal surplus. Taxpayers who file a 2024 Colorado income tax return might qualify for a rebate of up to $1,600 if they are joint filers.

In addition to the TABOR refund, Colorado residents can access two more benefits:
- Temporary State Income Tax Reduction: All 2024 tax filers will automatically receive a reduction in the state tax rate from 4.40% to 4.25%.
- Sales Tax Refund: Full-year Colorado residents can qualify for a refund by filing either a 2024 Colorado Individual Income Tax Return or a Property/Rent/Heat Credit (PTC) Application by October 15, 2025.
The final rebate amounts will depend on each person’s adjusted gross income and other eligibility factors as determined by the Colorado Department of Revenue.
Requirements to Receive Colorado’s 2025 Refund
If you want to receive the 2025 TABOR refund, here are the conditions you need to meet:
- You must file a 2024 Colorado state income tax return or submit a PTC Application by April 15, 2025.
- You must have lived in Colorado for at least half of the 2024 tax year.
- You must be 18 years or older by January 1, 2025.
All applications must be submitted through the official Colorado Department of Revenue website. You need to complete the online form, attach any necessary documents, and double-check that your information is correct before submitting.
